
MHMS is implementing reforms to the Provincial Health Accounting System to improve financial reporting and oversight.
The Ministry of Health and Medical Services (MHMS), with support from the Global Fund and Australia, is implementing reforms to the Provincial Health Accounting System aimed at improving financial management and reporting across the health sector.
According to the ministry, the reforms are intended to strengthen the monitoring and reporting of public funds allocated to provincial health services and church-operated health facilities.
The initiative includes a review of accounting structures, cost centres, payroll systems, and financial reporting processes. The ministry said the changes are designed to improve the alignment of provincial accounting systems with the government’s National Financial Information System (D365).
A key component of the reform is the migration of the MYOB accounting platform from a desktop-based system to a cloud and web-based platform. MHMS said the transition is expected to improve access to financial information, reporting processes, data management, and oversight of provincial health finances.
The ministry also stated that the new system will allow national finance officials to monitor provincial income and expenditure remotely, reducing reliance on manual reporting from provincial health services and church-operated facilities.
Deputy Secretary Corporate Layten Jacob said the reform is intended to improve financial monitoring and support decision-making within the health sector.
The reform is being supported by MYOB consultant Mahendra Prasad of New Zealand, Health Finance Specialist Michael Mike, who is engaged through ASIPS, and MHMS Chief Provincial Accountant Esmy Magu.
