All 50 constituency offices in Solomon Islands are now operational, supporting development under the CDF Act 2023
All 50 constituency offices in the Solomon Islands are now operational, marking a significant milestone in the implementation of the Constituency Development Funds (CDF) Act 2023. The Ministry of Rural Development (MRD) confirmed that the offices are fully staffed with Constituency Development Officers, Project Officers, and Accountants to facilitate development programs.
The operationalization of these offices is a key requirement of the CDF Act 2023, which came into effect on January 5, 2024. The Act aims to provide regulatory oversight and improve the management of funds allocated for constituency development.
Minister for Rural Development Rollen Seleso told parliament in December that the offices serve as the primary structures for delivering development programs across the country. He urged citizens to familiarize themselves with their local offices and seek assistance on constituency matters.
In addition to the offices, the Act established Constituency Development Committees (CDCs) to oversee planning, implementation, and monitoring of development programs. The success of these programs will depend heavily on the effectiveness and inclusivity of the CDCs, according to Seleso.
The MRD is working with the Attorney General’s Chambers to finalize the regulations under the CDF Act, which are expected to be gazetted by the first quarter of 2025. The ministry also plans to develop standard operating procedures to ensure constituency offices function within the framework of the Act.
While acknowledging challenges with the Act’s initial implementation, Seleso described it as progressive and forward-looking, emphasizing the importance of embracing the reforms.
The Ministry of Rural Development, established in 2007, continues to oversee the planning and implementation of rural development policies in line with the government’s commitment to improving livelihoods in rural communities.
