
Sir Dr Jimmie Rodgers says legal clarification from the court is needed to finalise the PG23 audit process.
The Chairman of the National Hosting Authority, Sir Dr Jimmie Rodgers, says legal clarification is being sought from the court regarding the audit process for the 2023 Pacific Games.
At the Prime Minister’s monthly press conference yesterday, Sir Jimmy Rodgers said the issue relates to which regulations and legislation should be applied in conducting the audit, including provisions under the Financial Management Act and other relevant statutory instruments.
He explained that because the matter is currently before the court, details of the Pacific Games audit report cannot be publicly discussed at this time:
“Because it’s in the court, we are not at liberty to go into details on this.”
According to Sir Jimmy, both the Office of the Auditor General and the National Hosting Authority agreed to seek the court’s interpretation to ensure the audit process follows the correct legal framework:
“It’s not us and them, because we both agreed to go and seek clarification from the courts. So basically at the moment it is to make sure to have the involvement of the court in the process.”
Prime Minister Jeremiah Manele confirmed that several legal issues arose during the audit process, prompting both parties to seek a court declaration before proceeding further.
“The matter is now before the courts. Once the determination by the courts is done, I hope to get a briefing from the Auditor General’s Office on the finalisation of the audit process and the timeline to complete the task,” Prime Minister Manele said.
The Office of the Auditor General had earlier indicated in December 2025 that it was seeking legal clarification over the National Hosting Authority’s expenditure and procurement activities related to the Games. Auditor General David Dennis said resolving the legal basis would allow both the financial and procurement audits to be finalised, with support from KPMG Fiji.
The court’s ruling is expected to guide the completion of the Pacific Games audit process. The audit focuses on spending and processes connected to the 2023 Pacific Games, which were hosted in the Solomon Islands.
