GREAT Coalition advances proposed constitutional reforms to strengthen political stability, parliamentary governance and institutional independence.

The GREAT Coalition is advancing a proposed package of constitutional reforms aimed at strengthening political stability, improving parliamentary governance and reinforcing institutional independence in Solomon Islands.

The proposed amendments seek to address longstanding challenges in the country’s political system, including unstable coalitions, party defections, recurring motions of no confidence and short parliamentary terms that can disrupt policy continuity and national development.

In a government statement today, it said the reform package translates commitments outlined in the GREAT Coalition Statement of Policies (July 2026) and its Policy Translation and Implementation Framework into proposed constitutional changes.

The reforms are built around six key pillars:

  1. responsible use of motions of no confidence;
  2. stronger political party integrity and anti-defection measures;
  3. transparent and rules-based government formation;
  4. a stable, continuous parliamentary term;
  5. stronger institutional independence and integrity, including safeguards for Parliament and the Judiciary and support for the Opposition front bench; and
  6. constitutional recognition of Solomon Islands’ Christian identity.

For ordinary Solomon Islanders, the intended benefits include greater continuity in government policies and development programmes.

It also encourages stronger accountability from elected representatives, clearer rules for forming governments and more time to implement national priorities.

The proposed reforms aim to reduce the recurring cycle of political instability that can divert attention and resources from national development.

“A more predictable political environment could allow governments to focus more consistently on delivering public services and improving the lives of citizens,” it said.

The statement adds the Government also recognises the importance of maintaining democratic accountability.

“Political stability must go hand in hand with effective parliamentary scrutiny, institutional independence and the public’s ability to hold elected leaders accountable for their decisions and performance.”

The proposed amendments will require careful legislative preparation and broad parliamentary support.

Under Section 61 of the Constitution, four amendments require a three-quarters majority of Parliament, or 38 of the 50 Members, while the remaining amendments require a two-thirds majority, or 34 Members.

The reform agenda reflects the GREAT Coalition Government’s commitment to stronger democratic institutions, responsible governance and a political system focused on delivering stability, accountability and sustainable development for the people of Solomon Islands.
