Government and CBSI relaunch SME Credit Guarantee Scheme to expand finance access and support businesses across Solomon Islands.

HONIARA, 27th August 2026— The Solomon Islands Government today officially reopened the Small and Medium Enterprises Credit Guarantee Scheme (SMECGS), marking a renewed commitment to improving access to finance for micro small and medium enterprises (MSMEs) across the country. The reopening ceremony was held at the Ministry of Commerce Industry Labour and Immigration (MCILI) Conference Room in Honiara and attended by government officials’ financial institutions and development partners.

The event was officiated by the Minister for Commerce Industry Labour and Immigration Hon. Harry Kuma with remarks from the Deputy Governor of the Central Bank of Solomon Islands (CBSI) Mr. Raynold Moveni on CBSI’s role in supporting MSME finance and administering the Scheme.

In his address Mr. Moveni congratulated the Government and stakeholders on the relaunch of the Scheme describing it as an important step towards expanding financial inclusion and supporting business growth.

“This re-launch signifies a vote of confidence in our citizens. It communicates that Solomon Islanders willing to work invest and create opportunities should not be hindered solely by a lack collateral. With careful implementation this Scheme has the potential to transform business ideas into employment income and the growth of local enterprises.”

— Raynold Moveni, Deputy Governor, Central Bank of Solomon Islands

Mr. Moveni noted that improving access to finance for MSMEs remains a key objective under the National Financial Inclusion Strategy, recognising the important role of small businesses in creating jobs, generating income and driving inclusive economic growth. He also highlighted that the Scheme has previously supported more than 160 MSMEs and complements other financing initiatives aimed at strengthening the country’s MSME sector.

The Deputy Governor acknowledged that while access to finance remains a challenge for many businesses particularly those owned by women and young entrepreneurs, the relaunch provides an opportunity for the Government, CBSI and financial institutions to work together to address these barriers. He emphasised the need for simpler application processes, stronger financial literacy programs, enhanced business support services and greater participation from financial institutions.

Mr. Moveni reaffirmed CBSI’s commitment to administering the Scheme and working closely with stakeholders to ensure it delivers meaningful outcomes for businesses and communities throughout Solomon Islands. He also commended the Solomon Islands Government for its continued support and funding commitment towards the Scheme.

The reopening of the SMEGS is expected to help reduce collateral-related barriers faced by viable MSMEs while improving access to finance, especially for rural enterprises, women, youth cooperatives and indigenous businesses. It also reinforces a shared commitment between the Government, CBSI and financial institutions to support productive investment, job creation and inclusive economic development across Solomon Islands.
