Ministry of Rural Development begins induction to align officers with CDF Act requirements and 2024 development plans
The Ministry of Rural Development (MRD) initiated an induction training program for constituency officers today (14 August) at the Solomon Islands National Aquatic Centre, located at Sports City, KGVI. The training will continue until Monday, 19 August 2024.
The recruitment of 150 constituency officers is part of the implementation process of the Constituency Development Funds (CDF) Act 2023. This training is designed to support constituency development across the Solomon Islands in collaboration with various stakeholders. The program includes the preparation of the 2024 Annual Work Plan and a four-year development plan.
The induction training marks the first official engagement with all newly recruited officers and is a priority task for the MRD. The training aims to familiarize officers with MRD’s 2024 priorities, the new CDF Act 2023 requirements, and key reforms. It also emphasizes the importance of budgeting, SIG procurement processes, acquittals, reporting, and the development of 2024 annual work plans by constituency offices. Additionally, the training is intended to ensure officers fully understand their mandates, roles, and responsibilities for effective delivery of their constituency priorities in compliance with the CDF Act 2023.
The first day of the training featured a session on perspective and perception, led by MRD Permanent Secretary, Lottie Vaisekavea. This session was designed to align the functionality of both Constituency and MRD staff with the ministry’s goals.
“This is an important undertaking for effective collaboration with the ministry and other key stakeholders to ensure a holistic approach to rural development moving forward,” MRD stated.
With the new CDF Act 2023 and budget allocation in place, the induction training is seen as essential to ensuring that CDF resources are directed towards improving rural livelihoods and socio-economic development in communities. The training will also help redirect constituency officers to crucial information regarding the CDF program and the processes vital for effective planning.
Over the four-day training, presentations from various MRD divisions will be given, along with practical sessions for officers to finalize their 2024 annual work plans and budget proposals.
MRD encourages the officers to apply the knowledge and skills acquired during the training to their annual work plans. The ministry also acknowledged the challenges faced during the recruitment process and identified areas for improvement. They thanked the constituents for their patience and understanding as due processes were facilitated.
Earlier this year, on 25 April, the ministry advertised the constituency positions in the media. A total of 572 applications were received by MRD before submissions closed on 16 May 2024. Out of these, 300 applicants were shortlisted and participated in a written interview test, a methodology vetted and approved by the Ministry of Public Service (MPS).
Given the large number of applicants and time constraints, the ministry ensured the process was completed efficiently to establish constituency offices and begin implementing the CDF program for 2024. This approach aligns with the requirements of the CDF Act 2023 and the Public Service Commission (PSC) Regulations, reflecting the ministry’s commitment to the CDF Act.
The CDF program, administered by MRD, is a Solomon Islands Government (SIG) initiative implemented through the country’s 50 constituencies to improve the social and economic livelihoods of all Solomon Islanders.
