The Governments of Solomon Islands and Japan have signed a Grant Agreement for the Project for Human Resources Development Scholarship (JDS), reaffirming their longstanding partnership in developing skilled human resources to support Solomon Islands’ national development.

The agreement was signed today with the Minister for Finance and Treasury, Rexon Ramofafia, Supervising Minister for Foreign Affairs and External Trade, John Tuhaika Jnr attending the signing ceremony alongside the Resident Representative of the Japan International Cooperation Agency (JICA), Mr. Mitsuyoshi Kawasaki, representatives from the Embassy of Japan in Honiara and officials from relevant Government Ministries.

The agreement will enable three additional Solomon Islanders to be selected under the project’s third cohort to undertake studies in Japan next year. Since the project began last year, eight Solomon Islanders have already been awarded the scholarship.

Speaking at the ceremony, Minister Ramofafia highlighted the importance of the scholarship as an investment in the country’s people and future development.

He said the programme would help develop high-level human resources capable of contributing to policy formulation and implementation, particularly in key areas such as public administration, economics, law, international relations and climate change.

The Minister noted that scholars would gain new knowledge, skills and expertise through their studies in Japan, which they could bring back to Solomon Islands to strengthen national institutions, improve policymaking, promote good governance and support the effective delivery of public services.

The Resident Representative of JICA, Mr. Mitsuyoshi Kawasaki, described the signing as another important milestone in the strong partnership between Solomon Islands and Japan, reflecting their shared commitment to investing in people as the foundation of sustainable development.

“Through the JDS Program, government officials have the opportunity to study in Japan, gain new knowledge and skills, and contribute to the development of Solomon Islands upon their return,” Mr. Kawasaki said.

He noted that the programme primarily targets young public servants involved in core policy formulation and leadership, helping prepare future leaders to contribute to the country’s growth and prosperity.

The signing also reflects Japan’s continued commitment to people-centred development, reaffirmed during the 10th Pacific Islands Leaders Meeting (PALM10) in 2024.

For more than four decades, Japan has remained a development partner of Solomon Islands, providing support across various sectors, including infrastructure, health, education, fisheries, rural development, disaster resilience and human resource development.

Beyond academic qualifications, the JDS Scholarship is also expected to strengthen people-to-people relations between Solomon Islands and Japan by enabling scholars to develop a deeper understanding of Japanese culture and society and establish lasting professional networks.

The Government of Solomon Islands expressed its appreciation to the Government and people of Japan, JICA and all partners involved in implementing the scholarship programme, recognising their continued contribution to the country’s human resource development and national aspirations.

The JDS Scholarship Project continues to demonstrate the importance of international cooperation in building local expertise, strengthening institutions and deepening the friendship between Solomon Islands and Japan.
