Solomon Islands officials complete a three-week China seminar on public administration, governance, reform and development.
A Solomon Islands Government delegation representing Ministries that administratively deals with Public Service has concluded a three-and-a-half-week Seminar on Public Affairs Capacity Building for Solomon Islands, hosted by the International Economic Cooperation Center of Fujian Province (IECC) in the People’s Republic of China from 26 August to 19 September 2026.
The seminar provided the Solomon Islands public officials with an opportunity to broaden their understanding of public administration, governance, policy development, social protection, employment, digital economy, public-sector reform, international cooperation and China–Solomon Islands relations.
The programme included an overview of bilateral exchanges and cooperation between China and Solomon Islands, China’s national conditions, political system and governance philosophy, intercultural communication, urban governance, social welfare and social security systems, employment policies, pension and medical insurance reform, and approaches to labour and digital economy development.
Participants also examined Fujian’s experience in Chinese modernisation, China’s global governance approaches, ecological civilisation, traditional Chinese culture and values in modern governance, and the role of institutions such as Fujian Agriculture and Forestry University in international poverty alleviation and development cooperation. Sessions also explored work injury insurance and flexible employment, providing practical policy and case-study perspectives.
The seminar combined classroom learning with cultural exchanges and field visits to companies, commercial sites, institutions and ancient heritage locations, enabling participants to observe aspects of China’s economic development, public administration, social services, culture, innovation and community development.
The programme provided an opportunity for participants to reflect on how relevant lessons from China’s experience could inform public-sector development in Solomon Islands, particularly in areas of institutional strengthening, policy implementation, social protection, workforce development, digital transformation, service delivery and international cooperation.
Speaking at the closing ceremony on behalf of the Solomon Islands Government delegation, Deputy Secretary of the Ministry of National Planning and Development Coordination, Roy Mae expressed appreciation to the IECC, the Ministry of Commerce of the People’s Republic of China, the Government and people of Fujian Province, as well as the lecturers, facilitators, interpreters and support staff for their organisation, assistance and hospitality throughout the programme.
Deputy Secretary Mae noted that although Solomon Islands and China have different histories, cultures, geographical circumstances and development contexts, both countries share aspirations for effective governance, sustainable development, improved public services and better opportunities for their people.
“The true measure of a capacity-building programme is not simply what we learn while attending it, but what we are able to apply when we return home,” Deputy Secretary Mae said.
Replying on behalf of the organizer, the Director, Mr. Wu Zibin for IECC Fujian Province reiterated their appreciation and unwavering support towards Solomon Islands especially through such worthwhile people to people programs. This is evident with the successful completion of the Seminar.
The two guest and closing ceremony speakers encouraged participants to translate the knowledge and experiences gained into practical actions within their respective ministries, departments and institutions, contributing to stronger public institutions, improved service delivery and sustainable national development.
The seminar also strengthened people-to-people and institutional links between Solomon Islands and China, while providing opportunities for continued professional learning, cultural understanding and cooperation.
The IECC, based in Fuzhou City, Fujian Province, is a designated international business officials training base of China’s Ministry of Commerce and has more than two decades of experience in international human resources development cooperation. It has organised more than 600 foreign-aid training programmes involving more than 16,000 participants from over 150 countries and international organisations.
The Solomon Islands delegation expressed its appreciation to the organisers for the valuable learning experience and for the friendship and hospitality extended throughout the delegation’s stay in China.
